第一部分:新生申请与入学

Part 1: Registration & Admission for New Students

问题 01新生何时开学?

Q1: When will the 2020 spring semester starts for new students?

答1:为了保障国际学生的健康安全,根据学校《关于2020年春季延迟开学的通知》,我校春季学期将推迟开学时间,确定开学时间后我们将第一时间通知各位新生。

Answer 1: In order to ensure the health and safety of all international students, (according to the university's notice on delaying the start of school in spring 2020), the starting of spring semester will be postponed. The specific start time of new semester will be announced as soon as we get further information.

问题 02是否可以改期?

Q2: Is it possible to change my study period?

答2:可以,并免收本年改期申报费,具体联系学院招生邮箱syucties@syuct.edu.cn。

Answer 2: Yes. As long as you reschedule the study period within 2020, there is no need to repay the application fee, please contact us via syucties@syuct.edu.cn.

问题 03不改期学校有何安排?

 Q3: If I am unable to change my scheduled study period, what should I do?

答3:已邮件微信通知报名者,请大家耐心等待,很快出方案,有消息第一时间回复。延期开学期间,学校安排了网络授课,请阅读第五部分“线上教学”获得更多信息。

Answer 3: We have informed the applicants via email or Wechat. The School of International Education is working on the solution. Once we have further information, we will respond to you at the first time. Before the spring semester officially starts, the courses scheduled in the spring semester will be taught online, please check part 5 “Class Types & Course Requirements” for further information.

 

问题 04现在不能签字,盖章怎么办?

Q4: If I am unable to get the signature and the seal required, what should I do?

答4:2月初邮件微信通知报名者能完成的,最好网上完成,如果实在有困难可先留白,邮件标注,一旦所处场所,封闭出入情况有所缓解,第一时间补交替换。

Answer 4: At the beginning of February, we have already informed applicants via email or wechat. The applicants should better have it done online. If you have difficulty in doing this, you could leave the form in empty and send a request email to syucties@syuct.edu.cn. Once the lock down restrictions could ease relatively, please submit the complete form as soon as possible.

问题 05签证或签证申请材料因疫情过期,是否不得不放弃留学?

Q6: In case the visa has expired due to the ongoing Coronavirus situation, should I cancel my study plan?

答5:您可先咨询签证机构,是否有疫情期间延期政策,如果需要协助,发邮件至学院招生邮箱syucties@syuct.edu.cn,招办协助出具补充材料,欢迎改期九月份入学。

Answer 5: You may consult the visa authorities first if there are any relevant delay policies regarding the Coronavirus situation. If you need help, please send a request email to syucties@syuct.edu.cn. The Admission Office will help you with the complimentary materials for your rescheduled study plan.We welcome applications for September Intake.

问题 06:学校春季招生项目申请是否会延期?

Q6: Will the application deadline of admission programs for spring semester be extended ?

答6:春季申请截止日期为2020年3月15日,根据疫情及上级通知,若有延期会第一时间通知。

Answer 6:  The application deadline for Spring semester is Mar.15th 2020. We will update information at the first time according to the situation of coronavirus as well as the superior notice.

第二部分:老生返校与奖学金

Part2:Returning&Scholarship for Registered Students

问题01:老生何时可以返回学校?

Q1:When could registered students come back to school?

答1:为保障全体国际学生的健康安全,根据学校《关于2020年春季延迟开学的通知》,春季学期开学时间将推迟,具体开学时间另行通知。全体老生未经学校批准一律不得提前返回。学生未经允许擅自返回属于违反学校规定的行为,学校将给予纪律处分。

Answer 1: In order to ensure the health and safety of all international students, (according to the university's notice on delaying the start of school in spring 2020), the starting of spring semester will be postponed, and the specific start time of the new semester will be announced separately. All registered students are not allowed to come back without permission. Coming back without permission is a violation of regulations and will result in disciplinary actions。

问题2:疫情期间,学校的学生奖学金是否按时发放?

Q1:During the epidemic period, will the scholarship will be received on time ?

答:1:疫情期间,我校留学生奖学金无法按时发放,具体何时发放等待通知。正常情况疫情过后会统一时间安排补发。

Answer 1: During the epidemic period, you can not receive the scholarship. You will receive it when school resuming. School will choose a time send these months’ scholarship to you.

问题3:疫情期间学费和保险费如何缴纳?

Q2:During the epidemic period, how can we pay the school fees and insurance.

答2:疫情期间也需要学生按时缴费。对于境外学生需要到所在国家当地银行向学校账户汇款,并将收据发给蔡世祺老师。境内在校同学经学院老师帮助,统一由财务处收缴,境内校外居住同学,需自行到银行向学校转账并将收据发给蔡世祺老师。保险费学生需自行网上缴纳。

Answer2: During the epidemic period, if you are out of China , please go to your country’s bank  pay the fees and send the receipt to Diana .For the students who are in the dorm. If you need us help you pay the school fees and money is with you , please come to the office and pay the fees to financial department . For the students who are in china live outside you can pay yourself and send the receipt to Diana. You should pay Insurance online.

Part3:Visa

问题 01:我的居留许可在疫情防控期间过期,如何处理签证延期事宜?

Q1: My residence permit expires during the pneumonia epidemic prevention and control period. How to deal with visa extension?

答1: 根据国家移民局、辽宁省公安厅、沈阳市公安局关于做好新型冠状病毒感染的肺炎疫情防控工作的部署要求,沈阳市公安局出入境管理部门对有紧急需要的外国人提供签证延期和停留居留证件预约办理服务,在沈学生由老师统一代办。

3月31日居留许可到期的学生:国际学生办理延期及居留许可,学校暂定统一于3月15日集中办理(同以往一样需要交清学费及保险费)。在华学生需要提供缴费凭据、护照原件、派出所登记原件、二寸照片一张。在沈但不在校的同学请于15日之前将所需材料送到学校,并在到达之前与老师联系。如不在沈的,在外地学生可以将护照及相关材料邮寄给老师统一代办。签证延期费用:一年800元。

Answer 1:

For emergency situations, Shenyang Public Security Bureau Exit-Entry Administration (EEA) Bureau will make arrangements for visa/ residence permit extension services on appointments,The university teachers will handle the extension for the students who is in and out of Shenyang.

For students whose visa end on March 31th: Teachers will go to the immigration office on behalf of students in Shenyang on March 15th. International student visa extension will be settled together due to the current situation. And you still need to pay your tuition fees and insurance fees before that.Students should provide the document for visa extension: you should provide the receipt of tuition fees, the receipt of insurance fees, passport, police report and one two-inch photo.Students who are in Shenyang but not in campus should bring your documents to the school and inform the teachers before that.If you are not in Shenyang, you can mail above documents to the university.

Visa extension fee: 800 Yuan per year.

问题 02:我现在不在中国,我的居留许可在正式开学前可能到期,如何处理签证问题?

 Q2: I'm not in China right now. My residence permit may expire before the new semester starts. How do I deal with visa issues?

答2:如果因为疫情防控,在开学返校前居留许可已经过期,也就是没有入境签证了,根据国家移民管理局相关规定,沈阳市公安局出入境管理局正在制定相关解决办法,有消息学校会第一时间通知。

Answer 2: If the residence permit expires before the start of the new semester due to epidemic prevention and control, that is, there is no entry visa, according to rules of the National Immigration Administration, Shenyang Public Security Bureau Exit-Entry Administration Bureau is discussing the solutions for this issues, the further information will be provided online at the first time .

问题 03:我现在沈阳,我的护照即将到期,近期收到新护照,如何办理新的住宿登记、处理在十日内变更手续?

 Q3: I am now in Shenyang, my passport is about to expire, and I have applied a new passport recently. How can I register for a new accommodation and start the change procedures within ten days after I get the new passport?

答3:根据沈阳市公安局出入境管理局相关规定,对因在疫情防控期间未及时进行变更手续的,视情免予处罚。

Answer 3: According to the relevant policy of the Shenyang Public Security Bureau Exit-Entry Administration Bureau, those who have not applied for going through the formalities for alteration in time during the epidemic prevention and control period shall be exempted from punishment depending upon circumstances.

 

第四部分:学籍与毕业

Part4: Student Status & Graduation

问题 02:如何申请成绩单?

Q2: How to apply for transcript?

答2:疫情期间校园包括校园内楼宇均实行封闭管理,无法实现机器自助打印成绩单。如无特殊情况,请同学们在正式开学后办理正式成绩单。如有特殊原因需要成绩单,请向学院提出申请;学院将于3个工作日内出具打印版的,加盖国际教育学院公章的成绩单。

Answer2: Currently the campus as well as each building on it is under enclosed management and the self-service printed transcripts are not available. It is suggested the official transcript could be claimed after the spring semester starts. If the transcript is needed for special reasons, application could be submitted International Education School. The scanned copy of transcript with International Education School stamp could be issued in 3 workdays.
问题 03:延期开学会影响毕业吗?

Q3: Will the graduation be affected by the postponement of the spring semester?

答3:2020年7月拟毕业的学位生同学应通过微信、邮件等网络平台加强与导师和论文指导老师联系。目前,论文盲审、论文开题、中期、预答辩、答辩均可通过网络进行。此外,本学期正式开学后,学校计划增加学位委员会会议次数,尽量缩短大家等待学位授予的时间。学位申请如有调整另行通知,学校将尽最大可能避免延期毕业。

Answer3: The students who are supposed to graduate in July 2020 shall strengthen contact with supervisors or thesis advisers by WeChat or emails. Currently, the blind review, thesis proposal, mid-term report, pre-defense and the final defense could be conducted on line. Besides, when the spring semester starts officially, extra meetings of Academic Degrees Committee are also planned, so as to shorten the waiting time for degrees. If there is any adjustment to the degree application, further notice will be issued. And the university will make every efforts to avoid delayed graduation.

问题 04:如果补考未过,应该怎么办?

Q4:What should you do if you failed the makeup exam last semester?

答4:补考未及格的课程如果春季学期开课,请选择重修,填写重修申请表格,提交至班主任处。

Answer4: For those students who failed the makeup exam, when the Spring Semester start, please rejoin the formal class and fill the course retake application form which should be submitted to your responsible teacher in Wechat group.

问题 05:如何申请学籍/学习证明?

Q5: How to apply for studying certificate?

答5:在正式开学前,如有特殊原因需要学籍/学习证明,可与辅导员老师联系申请。辅导员老师将在值班时为您办理。

Answer 5: Before the semester starts, you could contact your counsellor if you need to apply for studying certificate due to a special reason. The counselors will process your application when they are on duty.

 

第五部分:上课形式与上课要求     

Part 5: Class Types & Course Requirements

问题01:延期开学期间,国际学生怎么上课?

Q1: How to attend classes during the postponement?

答1:为加强新型肺炎疫情防控,减少疫情对学习的影响,我校已于2月24日起开展了线上学习,国际学生也应根据要求在网上上课。

Answer1: To strengthen the prevention and control of the COVID-19 and reduce the impact of the epidemic on teaching and learning, online courses have been offered since February 24. International students shall attend online classes as required.

问题02:国际学生线上学习的相关要求是什么?

 Q2: What are the requirements for international students to conduct on online learning?

答2:各类学生采用不同的在线学习平台,请根据各院系的通知进行学习。

学生应登录相应的学习平台,并进入任课教师建立的学习群,根据任课老师的要求,积极主动参加线上学习,适当增加自主学习时间,完成任课教师布置的各项学习任务。

Answer 2: Students of different category may adopt different online platform; please conduct online learning as per the notice by each School.

Students shall log onto the platform and also join the online learning group to conduct active learning as required by the course teacher, where the learning time could be appropriately increased and the course assignment shall be completed.

问题 03:因个人不具备网络访问条件,无法进行网课学习怎么办?

 Q3: What if the online learning could not be achieved due to the lack of internet access?

答3:因个人不具备网络访问条件,无法进行网课学习的,开学后需要自行补课完成规定学习内容。学校将会给予适当指导帮助。

Answer 3: In case the online learning could not be conducted due to the lack of internet access, students shall conduct remedial study of the required course contents after the semester officially starts, when the university will offer proper guidance and help.
